As soon as notification is published in the Pennsylvania Bulletin, anglers will no longer be required to display their fishing licenses while fishing.
The Pennsylvania Fish and Boat Commission Board of Commissioners earlier this week approved the removal of a long-standing regulation that required anglers to display their fishing license on an outer garment while fishing.
Pennsylvania was one of only three states to still require the display of a fishing license, along with Delaware and New Jersey.
The Pennsylvania Game Commission in 2012 removed a similar display requirement for hunting licenses, which caused confusion among some anglers, who also are hunters, and led to complaints by anglers.
They claim that the requirement to display fishing licenses on an outer garment is antiquated and often inconvenient, particularly when an angler is purchasing a license online on relatively short notice and does not have a license holder, and that they often lose their license after it becomes unattached somewhere along a stream or on a boat.
Commissioners voted to replace the display requirement with a possession requirement, which will require only that an angler carry the license on his person while fishing and present the license to a commission law enforcement officer upon request.
The change should make things “more convenient for our anglers,” said Tim Schaeffer, commission executive director. “By allowing people to simply carry their license in a pocket or in their wallet, rather than pinning it to an outer garment, we hope to hear about fewer licenses being lost and the cost associated with replacing them.
“It also provides greater consistency with the Pennsylvania Game Commission’s hunting license display requirement, so it should prevent any further confusion among hunters and anglers.”
Anglers who still wish to display their fishing license, or a voluntary supplemental metal license button, on an outer garment may continue to do that, in addition to carrying their fishing license.
Commissioners gave preliminary approval to a similar rule change in July 2017 but then tabled in response to concerns from the Office of the Attorney that it also would have allowed anglers to display their licenses on mobile devices, something that would require the state legislature to first remove a requirement that licenses be signed in ink.
According to the commission, staff is working with legislators to develop the needed legislation.
